You can use the 
Move Dimension Line tool to move dimension lines in a parallel manner. Any reference points on components are retained in the process. In addition, you can resize the spacing between dimension lines belonging to a dimension line block and adjust the spacing between several dimension lines.
Important: However, if you move dimension lines using the 
Move tool, the reference points will move too, and the association between the dimension line and the geometry is lost.
