Using project resources You cannot modify the Drawing symbol regulations catalog provided by Nemetschek. This catalog is in the ETC folder (default path).
But you can customize the default drawing symbol regulations to suit your own needs and requirements (to include country-specific settings, for example). To do this, copy the drawing symbol regulations to the office standard and rename the copy. Using the Project Settings, you can then assign the drawing symbol regulations from the office standard to a project.
You can make as many copies as you need; this way, you can create several catalogs tailored to meet the requirements of individual countries.
Drawing symbol regulations from the office standard can be modified at any time. For example, you can use the 
Create Drawing Symbol tool.
